PREPARE WORK ZONE​

The Prepare Work Zone TMP course is designed to prepare you with the skills and
knowledge to perform risk assessments of a temporary traffic management site and selecting, applying, designing and modifying traffic management plans and traffic guidance schemes. It applied to those working in management roles who have some responsibility for the outcomes of others.

This course includes a total of two (2) units of competency spread over two (2) days. One (1) day face-to-face training + one (1) day of practical assessment.

These two (2) units of competency that are a part of this course are designed to provide knowledge and practical experience relevant to management roles in the traffic management industry.

The following topics will be covered:.

  • RIICWD503E – Prepare traffic management plans and traffic guidance schemes
    • Determine worksite requirements and document context of traffic management plan.
    • Identify characteristics, constraints and hazards that apply to the worksite.
    • Complete risk assessment of proposed worksite.
    • Establish and document the scope and objectives of traffic management plan.
    • Monitor and coordinate the progress of personnel involved in the preparation process.
    • Prepare and implement the TMP communications strategy for internal and external audiences.
    • Prepare a cost estimate for executing traffic management plan.
    • Document and assemble traffic management plan.
    • Gain plan approval from required authorities.
    • Confirm preparation records are filed according to workplace policies and procedures.
    • Participate in performance review of the preparation process.
    • Determine whether to select, modify or design required traffic guidance scheme.
    • Select, modify and develop traffic guidance scheme as required.
    • Provide clarification and advice to personnel implementing the TMP as required.
    • Review traffic management plan implementation and recommend changes as required.
    • Contribute to traffic management plan validation process as required.
  • RIIRIS402E – Carry out the risk management process
    • Access, interpret and apply internal and external risk management documentation.
    • Identify, determine, develop and document processes for risk management and risk assessment tasks.
    • Access, interpret and apply the information and data required to complete the risk assessment task.
    • Identify potential hazards and establish and communicate hazards according to workplace policies and procedures.
    • Confirm hazards by reference to site circumstances, history and/or precedence.
    • Analyse the hazard identification process and prepare written documents to communicate loss scenarios.
    • Determine and document hazard identification processes in instances of any potential changes to work practices systems or technology.
    • Identify workers who are at risk of exposure, determine severity of harm, likelihood, consequences and risk score levels.
    • Seek advice from experts to clarify findings which are unclear.
    • Document results of risk assessment and communicate these outcomes with workers, contract workers, managers and technical specialists.
    • Identify and assess existing controls for risks and evaluate feasible risk controls using the hierarchy of controls.
    • Select the most appropriate risk controls, clarify the selected controls and document selected risk controls, course of action and required. resources requirements according to workplace policies and procedures.
    • Implement the course of action plan directly or facilitate through others in accordance with safety regulations and workplace policies and procedures.
    • Communicate relevant information related to the new or revised work procedures and action plans to all parties.
    • Evaluate requirements through observing the impact of information and implemented action plans.
    • Coach others to effectively carry out action plans according to own role and responsibilities.
    • Maintain all written risk management documentation and reports.
    • Determine and facilitate an ongoing review process over the  implementation and application plans for risk controls, adjusting for changes in work environment if required.
    • Follow-up actions, anomalies and shortcomings with relevant parties identified during the review process.
    • Conduct audits of risk management processes and work procedures and amend in accordance with own roles and responsibilities.
    • Consult with other involved in the risk management process to identify improvement to relevant action plans.
    • Respond to changed requirements identified during audits in a systematic and timely manner.
    • Complete, retain and maintain all written risk management documentation and reports.

Students who successfully complete this Nationally Recognised Training (Prepare Work Zone TMP) will be awarded:

A Statement of Attainment (SOA) for the following units:

  • RIIRIS402E — Carry out the risk management process
  • RIICWD503E — Prepare traffic management plans and traffic guidance schemes

Note: The student will also be issued with a Statement Of Completion (SOC) as a temporary certificate so as to allow students to start working in the industry whilst Safe Work NSW issues the Traffic Control Work Card for Prepare Work Zone TMP

Target students of this unit are those who aim to work in a management role within the traffic management industry. These individuals will be able to perform risk assessments of a temporary traffic management site and select, modify and design traffic management plans and traffic guidance schemes.

Sound computer and technology skills and knowledge.

  • Ability to read appropriate signage for the tasks required and understands clear consistent formats that are written in simple sentences
  • Interpret instructions and information from notices, forms and other forms of written instructions
  • Writes short texts with simple structures.
  • Fills in details on simple forms and can complete workplace checklists
  • Records simple and routine information
  • Asks simple questions and makes statements with reasonable effectiveness where this involves short utterances and highly familiar content.
  • Can use a range of nonverbal communication support such as gestures and facial expressions to express meaning.
  • Can describe a routine task, using workplace specific vocabulary as appropriate supported by body language.
  • Communicates using radio equipment, e.g. to report to base on a location or field emergency
  • Locates and recognises simple, everyday mathematical information in highly familiar short and simple oral and or written materials.
  • Ability to calculate braking distances and speed of oncoming traffic
  • Follows simple instructions and can measure content, time and distance
